Also the fact that Nagato mastered all Basic Ninjutsu would support this as well. Animal Realm using KB isn't that big of a deal to me ether if Pain can use Shouten no Jutsu it makes sense that he could use KB. Only if the Anime Team in charge of that ep read each entry in the Data-book would they have know it was his tongue and its not like Kishi helps them out and reviews their eps before for accuracy. Quite Honestly having Fusaku use water jet instead of his tongue is a mistake, but it looks exactly like that in the manga.
